Are you using the Blue Prism App server, or are you just testing with a direct connection to your DB? Scheduler only works with an app server configuration.
Refer to the section on the Application Server in the Enterprise Edition installation guide.
The app server is included, by default, with the standard install. You just need to go through the configuration steps for the service and set up the connection profile, of the interactive client, to use the app server instead of connecting direct to the database.
